Ormond Crossings is the product of a partnership between the City of Ormond Beach, Volusia County, and Tomoka Holdings that envisioned a working/living planned community featuring a state-of-the art business park, lifestyle town center, and a variety of residential neighborhoods. The City and County worked with Tomoka Holdings to acquire a 3,000 acre tract of undeveloped land, located along the east and west sides of I-95 and south of US-1 in the northerly coastal area of Florida, known as Ormond Crossings.
Ormond Crossings is adjacent to the Ormond Beach Municipal Airport and is bisected diagonally by Florida East Coast Railroad which has existing sidings along the property. Because of its proximity to these major transportation links, the site is an ideal location for all types of industrial and commercial uses. The City and Tomoka Holdings worked together on the planning, land use approvals and permitting. The result is Ormond Crossings is positioned to begin development.
The name Crossings is descriptive of the master plan which features Crossings Boulevard, an elevated arterial road that will connect the land uses on both sides of I-95. The interconnectivity of the Business Park, Town Center and residential neighborhoods will make Ormond Crossings a live, work and play community within the City of Ormond Beach.
The Ormond Crossings project will integrate architecture, signage, landscaping, and streetscaping to ensure consistency among the uses and the development sites and create an attractive, coordinated, and functional planned project.
Significant infrastructure improvements are underway, including city water/sewer and roadways. Future improvements include major highway access and a network of tree lined roads and boulevards. The site will retain the naturally significant portions of the property and integrate passive and active recreational facilities for both workers in the business park and residents living in the newly created residential neighborhoods.

Ormond Crossings’ First Development
Ormond Crossings has its first occupant! Security First Insurance had a Grand Opening event Nov. 14. 2019 for their new home, a gleaming 136,000-square-foot, four-story office building.
The building cost was $38.2 million, paid by Security First. The landowner, Tomoka Holdings, paid about $2 million for infrastructure. “That’s a tremendous investment in the future of Ormond Beach,” said Locke Burt, CEO and president.
And there’s still room for growth. The company bought 48 acres in 2017, and only 13 acres have been cleared. Melissa Burt DeVriese, Burt’s daughter and chief administrative officer and legal counsel, said this space could contain a campus of buildings someday. City Economic Developer Brian Rademacher said the available space in Ormond Crossings is one of the attractions for development. Companies can buy as much land as they need for now and the future, rather than trying to fit into developed area.
